November 24, 2007

Attendance:  Tyler Henderson, Brooke Henderson, Dan Weir, Kyle Davis, Scott Criner, Darren Lucking, Neil Lucking, Brandon Lucking, Brian Williams, Chris Roskilly, Jerry Achtemeier, Jim Moser, Chris Rossignoll

Chris Roskilly suggested to limit the amount of in-cockpit adjustments allowed.

Motion made to limit in-cockpit adjustments to one adjuster only.

Vote was unanimous and motion was carried.

Another motion was made that if driver is caught using more than one in-cockpit adjustment the first offense be loss of points and money for the night, second offense be points to date and money.

Motion carried.

Weight limit was discussed and was decided that the current 750 pounds is fairly standard and would be kept unchanged.

Engine size will remain at 636cc maximum.

The suggestion was made to be able to drop points 1 race per track, but motion failed.

It was suggested to possibly add more non-wing races to the upcoming year and was tabled for further discussion at the big meeting on December 1, 2007.

It was noted that the drivers would like too see full field introductions at the races so the crowd can better know whom they are watching.  This is to be brought up for further discussion at the big meeting in December.

Chris Roskilly made the motion for safety purposes to have a minimum of 9” clearance opening on the right side of the car as well as the front of the car (bottom of the visor to the top of the hood).  This includes the use of tape.  After a unanimous vote, motion carried.

It was unanimously decided that the fuel shut-off needs to be clearly marked on all cars for safety purposes.

Payout for 2008 was discussed and decided to leave it the same as 2007.

It was decided that the rule 2d of the current 600 rules needed to be amended to state that “driver and/or put crew must be able to prove that traction control is non-functional every night and they (driver/pit crew) are responsible to provide equipment to prove this.  If you cannot prove traction control is non-functioning, you are considered guilty”.  Motion was carried.

Motion was made to add high backed racing seats are mandatory.  Motion carried.

Motion made to add “all rules can be checked by the Technical Committee at any time.”  Motion carried.

It was suggested that the Technical Committee consist of Jerry Achtemeier, Dan Weir, Tyler Henderson, and Clyde “Papa” Lucking.  Committee was approved.

2008 600 Representative will be Neil Lucking.  Should Neil not be at a race Chris Rossignoll will be first back-up and if Chris is unavailable then Brian Williams will be second back-up.

Neil Lucking motioned to adjourn meeting.  Tyler Henderson seconded.  Meeting adjourned.

Jayhusker General Meeting December 2nd 2007

Jayhusker General Meeting

December 2, 2007 at Washington, Kansas

Treasurers Report given by Ben Tice, Treasurer.  Ben also noted that there were 94 Driver members for the 2007 season plus several non-driver members.

Jayhusker insurance thru K&K is good until April 15, 2008.

2008 Jayhusker Board Nominations & Appointments:

President – Scott Criner nominated by Brandon Lucking and seconded by Neil Lucking.  No other nominations made and nominations ceased.  Scott accepted the position.

Vice President – Keith Snyder was nominated by Scott Criner and seconded by Brandon Lucking.  No other nominations made and nominations ceased.  Keith accepted the position.

Treasurer – Ben Tice was nominated by Scott Criner and seconded by Brooke Henderson.  No other nominations made and nominations ceased.  Ben accepted the position.

Secretary – Ben Tice nominated Brooke Henderson who declined the nomination.  Shirley Achtemeier was nominated by Neil Lucking and seconded by Keith Snyder.  No other nominations made and nominations ceased.  Jerry Achtemeier accepted for Shirley (his wife).

Scott Criner suggested that Jayhusker start selling minor advertising on the Jayhusker website.  This would pay for the website and also potentially be able to support a points fund at the end of the race year.  In conjunction with this, it was discussed to open the message board back up on the website.  Darren Lucking made the motion to allow the selling of advertisement to pay for the website at the discretion of the Board Members.  Neil Lucking seconded the motion.  After a vote, motion carried.

Chris Roskilly made the motion to reopen the message board on the website to be monitored by officers, class representatives and Webmaster.   Darren Lucking seconded the motion.  After a vote, motion carried.

Neil Lucking made the motion to accept Jayhusker memberships prior to the first race starting at the first of the year and there will be no late fees this year.  Tim Tice seconded the motion.  After a vote, motion carried.

Membership fees for the 2008 season will be the same as last year: $35 membership and $15 number registration (for a total of $50 per driver).

Darren Lucking made the motion to make recommendations to the track representatives to limit support class/exhibition shows to one during a Jayhusker sanctioned event due to time restraints.  Howard Van Dyke seconded the motion.  After a vote, motion carried.

Scoring shall be the same for the 2008 season as it was in 2007.

Neil Lucking made the motion to add into the rule book that is there are less than 6 Restrictor Cars that they will run in the back of the 600 Class unless there is a full field of 600’s, then a 600 B Feature shall be ran and the Restrictor Class shall be in the back of that for their A Feature.  Darren Lucking seconded the motion.  After a vote, motion carried.

Chris Roskilly wanted to discuss restarts using a cone and what the current rule is on this.  Scott Criner informed Chris that at the current time there is no rule about this.  Neil Lucking made the motion on single file restarts using a cone that there will be no passing until your car is past the cone (this is for all classes).  If you are sent to the back during a restart and 2 classes are running in one race, you will go to the back of your class only.  Ron Tourney seconded the motion.  After a vote, motion carried.

Full field introductions were discussed for possible more crowd interaction.  There were some concerns about the amount of time this would take.  It was suggested that there could be introductions for only one class per race, since typically there are four races per track that all classes would then be covered without taking up much time.  This discussion was tabled for further discussions with the tracks.

Chris Roskilly made the motion that all drivers be required to have an aluminum full high back racing seat for safety purposes.  Brandon Lucking seconded the motion.  After a vote, motion carried.

Chris Roskilly made the final motion of the day to adjourn.  Neil Lucking seconded the motion.  Motion carried and Scott Criner adjourned the meeting.

Jayhusker Board Meeting

March 27, 2007

Tailgater's in Clifton @ 7:00 PM

Attendance: Tyler Henderson, Brooke Henderson, Mark Nelson, Scott Criner, Howard Van Dyke, Robert Knitter, Dennis L'Ecuyer, Tim Tice

Meeting called to order.

Treasurer's report given.

It was decided by the board that those who attend the Play Day races may pay their dues that day instead of the first race. Also, cars in attendance of the Play day will be inspected that day. Fairbury will be having their Play Day on April 21st and at the current time Beloit is still planning on having their's on April 22nd although to date they are still in construction.

Sheldon with K&K Insurance still did not have numbers at the current time, but Jayhusker's are covered.

Concordia and Fairbury's tracks are ready. Clay Center still needs lap counters and the Washington track still needs to install the cables in their fence.

Mike Kalmer discussed with Mark Nelson prior to the meeting that he had a couple people interested in lap counting for the truck class if that was acceptable. It was decided that would be fine. It was discussed that perhaps it would be a good idea if there were a couple of lap counters that would be the same at every track, since it is a very important job.

Henderson Graphics presented a quote on inspection stickers for the 2007 season. Scott Criner motioned to accept the bid and Dennis L'Ecuyer seconded. Vote was unanimous to accept the bid with Tyler and Brooke Henderson abstaining from the vote.

Insurance waiver forms will need to be distributed to the tracks before the first race at each one. All forms are the responsibility of the track after that.

Line-ups for this year will be done the same as they were last year. Class reps will need to make sure they have a current points average available at each race for this.

It was mentioned that it would be nice to see actual finishes (heat, dashes, mains) as well as the points average on the website this year. Howard Van Dyke mentioned that last year Dave Braddock (webmaster) had a computer program for figuring points, finishes, etc. He was not able to utilize this due to limitations of his computer, but if the Class Reps wanted it they could contact Dave. Dennis mentioned that if that were available the Washington County paper would publish them as long as they have them by Tuesday. In addition to this, it was discussed that perhaps we could contact KCLY (Clay Center's radio station) about being included on the sports broadcast.

Mark Nelson wanted to remind everyone that the Mall Show in Salina's Mall will be Easter Weekend. Cars must be there Friday night starting at 9:00 PM until Sunday. Those who would like to have their car/truck there but cannot attend may contact Mark to make arrangements to accommodate taking their car/truck.

Mark also discussed the End of Year Points fund that he has been working on. Farm Bureau says they will participate, but Renewable Fuels have not committed at the current time. He is still trying to get a meeting setup with them.

Concordia will be having Safety Training on April 10th and Clay Center on April 24th. Those who would like to attend can.

Phone Conference

Attended: Brooke Henderson, Mark Nelson, Scott Criner

No treasurers report available.

Mark spoke about this year’s insurance.  He needs to obtain signatures from the track presidents on the sign up forms.  No premium rate was available at the current time.

Waverly Race Track representative and Mark spoke.  Waverly has extended an invitation to the Jayhusker organization to have a race there.  Any Jayhusker members interested in this need to contact a board member.  Board wants to see if interest is enough to try to schedule something up on an off weekend from our set schedule.  This would be a non-points race.

Henderson Graphics will email their price quote for stickers and a mockup to Mark to be distributed to the board.

Mark spoke with Farm Bureau to setup a time to meet with them pertaining to possibly contributing to the end of year points fund.

Scott mentioned that the dirt drivers website could possibly link to our website.  Scott to send information to Mark.

Board Meeting February 5th

Jayhusker Board Meeting

February 5, 2007 at Tailgater’s Bar & Grill in Vining, Kansas

Attendance: Brooke Henderson, Tyler Henderson, Mark Nelson, Mike Kalmer, Scott Kriner, Don Cummins, Michelle Kasprack

Meeting called to order at 7:00.

Mark Nelson noted that there was a lack of information given to us from previous years. Items missing from the previous year’s records include: treasurers report, 2006 Rule Book, meeting minutes (outside of the website), list of 2006 members and car number registration.

Treasurer's report given.

Tyler Henderson informed the board that Mike Schultze will be the 2007 600 Restrictor Class Rep. Tyler will be obtaining the rules for the aforementioned class from Tracy Ledger of Omaha, Nebraska.

Mark Nelson introduced Michelle Kasprack, an EMT, as a possible Safety Director for the organization for the 2007 Race Season. All in attendance agreed that would be fine.

Mark informed the board of his conversations with K&K Insurance. Sheldon England, K&K representative from Independence, Missouri, will need a copy of the 2007 Race Schedule. Sheldon will also have to look at the new Beliot track and Washington will need to have cables installed in their fence. Scott Criner informed the board that Washington already has the materials to do this. Sheldon will quote each track individually, but they will all be under the same policy. 10% of the premium will be due in mid April with the rest of the installments spread out between May and July.

The procedure for collecting dues was discussed. Dues will be due at the first race. There will be a spread sheet at the pit shack to note who has paid and whether it was by check or cash to eliminate any possible confusion. Mark suggested that we have a numbered receipt.

Concordia will be holding a Safety Training Seminar the last week of March or the first week in April.

On April 7 (Easter Weekend), Jayhusker’s are able to display there cars/trucks at the Salina Mall. Anyone interested in attending, please email Mark Nelson. Mike Kalmer asked about the Manhattan Mall show and Mark informed the board that Manhattan must be reserved several months in advance (next year we need to call by October).

The board discussed clarification on a few items that are in the old rule book. There are several conflicting areas in the old rule book on the type of helmet that must be run. The board decided that it will be clarified by saying “Helmet must be an SA 2000 or better until 2010 then it will be SA05 or better”. Another area of discussion was about clarifying who is the “technical director”. It was decided by the board the rule book shall state “the technical director will be the individual class representative. If further assistance or review is necessary then the Chief Steward and other class representatives shall be called into assist”. Also, if there is a protest, it shall be handled by the class reps and the Chief Steward. Tyler Henderson made the motion to raise the engine claim to $600 from $100 due to rebuild costs if an engine is torn down. Mike Kalmer seconded. The motion passed unianimously.

The board members are to read thru the rule book to verify that there are no other contridictions in it and bring their findings to the next meeting.

Mike Kalmer noted that the truck class will have their meeting on February 11 and then will decide whether any changes are needed in their class specific rules. Tyler Henderson presented Mark Nelson with the 600 Class rules.

People have been calling board members concerning car numbers for this year. We are keeping a list of the numbers that are currently spoken for and we (the board) need to make sure that this information is passed on to the President, Treasurer and Class Reps.

Inspection Stickers for the 2007 year was discussed. Due to the high costs of the screen printed inspection stickers, Henderson Graphics was asked to present the board with a quote for simple basic stickers for this year. Quote is to be presented at the next meeting.

Mark presented the board with information about an end of year points fund that he has been working on. The goal is to get some primary sponsors to contribute approximately $6,000 and at the end of the year split this money evenly between the 3 classes as an extra incentive.

A possible radio show was brought to the table. The radio show would be on Sunday and approximately 30 minutes long. The show would consist of a recap of the previous nights race and interviews. The hosts would be Mark Nelson and Loren Swenson.

It was discussed that future meetings would be held on Tuesday nights for the board.

Meeting adjourned at 8:45.

Jayhusker General Meeting

December 10, 2006 at Washington

Meeting brought to order at 3:00.

A request from Paul Abram (Beloit Track Representative) to be apart of the Jayhusker Organization.  No one in attendance was opposed.  Beloit is in the process of building their track to be known as "Solomon Valley Raceway".  Their fair is August 10th and they would like to have a race that day as well as scheduling a possible Play Day.  It was noted that this would have to be discussed between the Jayhusker Officers and the tracks when the schedule is set (usually in January).

Treasurer's report given.

It was brought to discussion the potential of have a set Head Flagman, Back Flagman, Head Lap Counter and Pit Board to travel to all the tracks instead of separate ones for each track.  Jon Thurston thinks that it should be up to each track who they have.  Kevin Johnson said it would be nice to have them employed by Jayhusker but it is nice to have your own from a tracks perspective.  Ben Tice made the point that it would cost the group a lot of money to do this.  This needs to be further addressed by the tracks and Jayhusker Officers.  Flagmen usually get paid $100 per night and Head Lap Counter $50.  Possibly consider Scott Criner for Head Flagman with Mike Hufles as backup.  To be discussed further at a later date.

Radios were discussed.  Jayhusker does not have any.  Wes provided them at the Concordia track and Fairbury and Washington bought some together.

Howard Van Dyke mentioned that $5 per racecar currently goes to the track for insurance and operation costs.  Insurance quote from one company is $50 per season + $2 per head in the pit gate this insurance does not include trucks since they are classified as a Stock Class.  Mike Kalmer wanted to know if there is an age restriction on the insurance or whether it just requires a valid drivers license.  He also mentioned that Scott Condray could look over papers to obtain answers to any questions.  There are several calls into insurance companies trying to get more information (quotes/coverage) but this information is still pending at this time.  Mark Nelson made the motion to keep the fee of $5 to the track pending further investigation.  Mike Kalmer seconded and with a vote the motion carried 24-0.

Jon Thurston mentioned that the 750's had their meeting and he was elected Class Rep.  They voted in a backup rep of Al Yorde and the point keeper is Yorde's wife.

Howard Van Dyke asked the 750's if they had any concerns over weight.  Jon Thurston said they did not.  Ben Tice said that he had offered the use of his scales and no one would agree on a fee for the use of them that is why scales haven't been used this year.  Ben also noted that Central City Sales has a build it kit for $900.  The 600 Class mentioned the weight issue in their class from last year.  Nate Fleming said he doesn't think that scales need to be at every track every week but the potential of them being there and not knowing when they'll be used might be good.

Kevin Johnson brought up that the use of scales and weight on cars should be the responsibility of the Tech Director and not reflect upon the track or Jayhuskers.

Howard Van Dyke asked about the proper flagging on a last lap yellow.  Scott Criner informed him that it should be green-white-checkered.

2007-2008 Rule Book - 750's said they have no changes, 600's have a few (see 600 minutes 12-10-06), Mike Kalmer said the trucks need to revise their rules but have not had their class meeting yet.  It was the general consensus that Rule Books need to be readily available to everyone this year and an updated copy be given to Dave Braddock (webmaster) for the website.

A motion was made on the floor to make Beloit races point races.  It was brought to a vote and motion carried 20-0.

A motion was made by Kevin Johnson to implement a 600 Restrictor Class this year with the age limit of 10-16 as it's own class with 6 or more cars otherwise be able to tag onto the back of the 600 Class if the field allows.  It was put to a vote and the motion carried 19-0.

To be on the track you MUST be a Jayhusker member.  There was a discussion of a membership cutoff date of the first race.  Mike Stuber made the motion that membership fees are paid at the first point's race day.  It was voted on and motion carried 22-0.

Eddie Thurston discussed the website.  He said he had talked with Dave Braddock (webmaster) about cleaning up the website.  He said that nothing was to be done until discussion at this meeting.  Eddie made the motion that the website consist of a nice home page, race schedule, race results, photos, classifieds (sent to and posted by webmaster) and messages posted by Class Reps and Officers only and removing the message boards that reflect badly upon us as an organization.  Tim Barnard seconded and the motion carried in vote 19-0.

The possibility of Rain Out reschedules be tacked on to another regular race instead of being on an open weekend which conflicts with plans being made outside of racing.  Mike Kalmer made the motion that points and reschedules be left up to the class reps and officers.  Mike Stuber seconded and the motion carried in a vote 14-0.

Kevin Johnson wanted to inform everyone on the "big Show" up at Fairbury on Memorial Weekend.  Jason Newman and Tracey Ledger are helping set this up.  No promotion for this event will be thru the Jayhusker website.  This will however be good exposure for our organization by being able to promote our club to the other racers at the event.

Last point of business was the election of officers for the 2007 year.

Jayhusker 600 Class Meeting Minutes December 10, 2006

Meeting called to order at 12:30 at Washington.

It was suggested that Rain Out races possibly be rescheduled with a Regular Race instead of an open weekend, in order to avoid conflicts with plans being made for previously open weekends.  (i.e. Arkansas Race this year, a couple of men in the points race missed a make up race since they had already pre-registered and also paid for hotel rooms for this big race so they couldn’t make it to the Rain Out makeup race).  It was decided that this needed to be brought to the general meeting.

Weight issues were discussed from an incident stemming from the last part of the season.  A fellow 600 had weighed in light after the race and punishment was docking him a few positions.  The general consensus of the room was that all cars need to be scaled.  According to rules the driver should have lost all points and money for the night.  No one had been scaled until the end of the year; it is believed that you should be scaled at the beginning of the year to find out where you stand.  Neil Lucking motioned that first offense you lose points and money for the night and second offense you lose all points for that night and all points to date per year.  Tyler Henderson Seconded the motion.  It was put to a vote “all in favor”=14, “opposed”=0.  Motion passed.

A 600 Restrictor Class was brought up.   Chris Roskilly asked that about age requirements for insurance.  This issue needs to be looked into.  It was discussed the possibility of Restrictors running with 600 class if the car count was under 6 for the night if they were flagged and started at the back of the pack.  Jason Newman made the motion that the age limit for the Restrictor Class be 10-16 or at the discretion of the promoter.  Nathan Fleming seconded and the motion passed in a vote.  Neil Lucking motioned that the Restrictor Class be accepted and taken to the general meeting.  Jason Newman seconded and the motion was passed by vote.  Mike Schultze motioned that Restrictors can tag at the back of the 600’s if field allows and at the promoters discretion and must be flagged, Restrictor Cars being scored separately.  Jason Newman seconded and motion passed in vote.

Potential race schedule was discussed.  Probably be 4 races per track with a couple at Beloit this year.  Kevin Johnson would like to see additional races at tracks for points.  This was decided it needed to go to the general meeting.  It was also discussed that maybe we could implement a couple “point mulligans” where you could throw out a couple of your worse nights.  This also needs to go to the general meeting.

The 600’s from Iowa are discussing that all of their members must have a mandatory Jayhusker membership, so they can run with us more.  It was mentioned that the 600 class should consider racing at their track a few times on off weekends if it would work out to help their show as well.

Fairbury will be having a “Big Show” on Memorial Weekend.  This will be a 2-day show.  They will be running non-wing with a spec tire.  Preregistration will be available at a discounted rate.  Tracey Ledger will be setting up down at the Tulsa Shootout to promote this event.  It will give Jayhuskers good exposure to outside racers who could potentially join our club.

Nate Fleming and Chad Boone brought up the rule in the Rule Book that says “…no electronic recording and tuning devices…”  This rule needs to be further discussed due to the 636 motors.  No motion was made and was tabled for further discussion.

A Rule Book needs to readily available to EVERYONE this year.  No one seems to have the last copy of the Jayhusker rules and the website does not have a current copy.

It was discussed that a tech committee needs to be installed for each class.  According to the Rule Book the organization should have an overall Technical Director.  This needs to be brought to the general meeting.

Tyler Henderson suggested that we have a non-wing race every other race.  Howard Van Dyke suggested possibly 1 non-wing race per track.  This needs to be looked into further after the schedule is set.

There was a mention of rough driving by a few people last year.  It was said that the flagmen should take care of this issue.  The Rule Book states there is a point’s penalty and should be enforced.

Nate Fleming suggested a tire spec to equalize out the playing field.  The overall group decided that leaving the tire open would be best since we are technically a “Multi-Class”.

Neil Lucking suggested breaking up the responsibilities for the Class (rep, points, money) and have a second “go to guy”.  General consensus of the room was in agreement.

 Election of 2007 Officers.

Neil Lucking nominated Tyler Henderson for Class Rep and was seconded by Chad Boone.  Motion carried.

Chris Roskilly nominated Josh Newman as Backup Rep and was seconded by Jason Newman.  Motion carried.

 Meeting Adjourned.

Proposal for new line up procedure to be used at all tracks by all members of Javhusker Inc

A) Numbers will be drawn at the beginning of the first race of the season for order of line up in all heat races.

1) Number I (one) drawn will start on the pole of the 1st heat race; number 2 (two) will start on the pole of the second heat, etc.

2) Heat race finishes will determine the starting order of the trophy dash as follows, (respective to car count) position number I (one) and 2 (two) of the first heat race will start in respective order in the trophy dash, positions number I (one) and 2 (two) of the second heat race will start in respective order in the second row, etc.

3) The same formula will be used for the speed dash for the 3rd (third) and 4th (fourth) place finishes of each heat race (respective to car count).

4) The A-main event for the first night will be inverted according to finishing order of the heat races.

B) After the first race of the year the line up will be solely based on point average.

1) The line up for the heat races will be inverted from lowest point average to start on the pole of the first heat race, to highest point average to start in last place of the last heat race.

2) Heat race finishes will determine the starting order of the trophy dash as follows, (respective to car count) position number I (one) and 2 (two) of the first heat race will start in respective order in the trophy dash, positions number I (one) and 2 (two) of the second heat race will start in respective order in the second row, etc...

a) Any DNF (Did Not Finish) in a heat race will result in a last place starting position in the A, B or C feature, wherever in the line-up the mishap occurs to place that car.

3) The same formula will be used for the speed dash for the 3id (third) and 4th (fourth) place finishes of each heat race (respective to car count).

4) All new members to the Jayhusker organization who did not draw at the first race of the year, and/or with no points average, will be made to start at the rear of the field for the duration of that night's races in order to establish a point average for the following races. After their first race, if not a rookie, they will be eligible to enter the following events in their point average position.

REVIEWED:

After 5 race will be up to a vote by the executive board and class representatives.

Proposal for all races to be for points awarded

A) Any car shows, racetracks or "play days" attended outside of the given schedule will be looked at as exhibition for the good of the Jayhusker organization, and will not be awarded points to the club members that attend. But, club members will be encouraged to attend any given exhibition for car count and show quality.

B) The previous scheduled tracks of Concordia, Clay Centers Fairbury and Washington will be given first choice for point's races in the 2006 season in order to support the communities that support our racing organization. Any racetrack to enter a scheduled race for points will have to do so after all points races by said tracks have already been set and before the first race of the year.

Proposal for any Truck, 600cc, or 750cc racecar to qualify to run in a Jayhusker event

A) Any person owning or driving a 600cc micro sprint, 750cc mini sprint, or mini-truck willing to run with the Jayhusker organization according to the current rules, must pay membership dues and sign the appropriate paperwork in order to join the Jayhusker organization to be eligible to compete in any race.

B) Any and all inspections must be performed before papers are signed and monies given in order to determine qualification status prior to the line up for that night's event.

C) The respective class representative and the tech personnel within that group will do all inspections.

Minutes of Jayhusker meeting, Nov. 14 2004

Washington, Kan.

Minutes of General Meeting, Nov. 14, 2004 - Washington, Kansas.

21 members present

Nichole (treasurer) reported that Jayhuskers has $1,341.45 in the bank
account, and everything is paid for.

She said the insurance from the Focus race that was held in Concordia was
still pending. $872 was sent for the liability, but the insurance company
says $589 is still owed. Nichole said she would check into it, as did Don
Cummins.

Ben said he had talked to Dave (web site manager), and his idea was to
delete the message board messages after 30 days to alleviate clutter.

Ben also:
• Said he had talked with the insurance company, and they are still planning
to cover the four tracks for 2005 with minimal increases.

• Thanked all the drivers for a successful 2004 season and hoped to make
next year even better.

• Said he had gotten most of the rule changes from the trucks and the 600s,
which will be reviewed by the rules committee and put into place. There
were no changes in the 750’s.

Kevin Johnson said the 600 and Sportsman classes had voted, and those two
classes will be combined again this year, in the hopes of getting the car
counts back up.

Ben said he had talked with the insurance company, and was told that if the
dwarfs are put in as a regular part of the program in Fairbury, their track
insurance will increase, because they are similar to trucks in horsepower.
He also said they would have to be members of Jayhuskers.

Kevin said he had talked with the insurance carrier last year, and was told
that there was no problem with Fairbury running the dwarf cars.

Gary Edgar said if the dwarfs carry their own insurance, then Jayhuskers
shouldn’t have to worry about covering them - he suggested that the issue be
further looked into.

New Business:
Kevin said the crowds at Fairbury liked the dwarf cars, and asked if they
ran there if they would have to be members. He said those drivers had
expressed interest in becoming another class within Jayhuskers.

Jon Thurston said he felt the org. put on the best shows with only three
classes of cars. His only objection to the dwarfs was that the races may be
stretched out too long.

After further discussion, Ben said it would be left up to the tracks - he
said if Fairbury wants to run dwarfs, it would be fine.

----------
Howard VanDyke brought up the issue of how many points are given for the
dashes. He suggested the dashes be eliminated or pay equally - he said he
thought the dashes were serving to pad points for the faster drivers.

Jon Thurston said he thought it was fair the way it was, getting more points
for the trophy dash than the speed dash.

Howard suggested doing away with points for the dashes. Kevin said if that
were done, no one would participate because they had nothing to gain.

On a vote as to whether to change the points system or leave it the same, it
was decided unanimously to leave the points system unchanged.

--------
Clyde Lucking brought up a possible change in restart line ups. He suggested
going by USMTS rules, which runs two lines for restarts - The leader gets
his own line, and 2nd place chooses the high or low line. Example: If 2nd
runner chooses the low line, fourth place, sixth place, eighth place, etc.
would file in behind him, with the odds places (1,3,5,7, etc.) behind the
leader.

Neil Lucking said it would make for more interesting racing, but Don
Cummins, Norris Andersen and Jon Thurston all said it would be too confusing
for line ups.

--------
Gary Edgar said the biggest complaint he heard last season was that the
races didn’t start on time. He said people did not enjoy watching cars pack
the track.

Jon Thurston said starting later would help keep the moisture in the track,
but the shows still needed to be over by 10 or 10:30.

Vote: Change Hot Laps to 7:30 and Races to 8:00
Yes: 14; No: 0 -- motion carried -- the races in 2005 will start at 8:00,
and hot laps will be at 7:30. A strict pre-race schedule will be followed
which is:
Pit Meeting: 6:30
Pack Track: 7:00
Hot Laps: 7:30
Racing: 8:00

-------
Malcolm Stamm asked how many points races there would be next year, because
he said the season was too long last summer.

Nichole said she had figured out that each track could have a 2-day show and
an additional 3 races, which would leave one weekend a month open - if races
start at the beginning of May and run until the end of Sept.

Vote: 16 points races for 2005 (4 races for each track)
Yes: 11
No: 1
Passed
The tracks will decide which races will be for points..

Every track will be for points in the multi class.

Officer Elections:
Secretary: Jessica LeDuc (unanimous)
Treasurer: Open at the moment (Nichole declined the nomination, and no one
expressed interest in filling it)
Vice President: Jon Thurston (unanimous)
President: Dave Carpenter (unanimous)

-----
Scott Criner - Fairbury Chief Steward - said he rarely saw track officials
at Jayhusker meetings. He suggested that the other officers of the tracks
become more involved in the general meetings.

Kevin asked about appointing a board of directors for Jayhuskers made up of
a rep from each track and a driver from each class. Ben said there already
is one, which is made up of the officers.

Nichole said it would be a good idea for these seven people to meet monthly
or bi-monthly to aleviate some of the confusion that has plagued the
organization in the past.

No decision was made.

The meeting was adjourned at 3:45.

Minutes of Jayhusker meeting, Nov. 8

Washington, Kan.
Meeting called to
order at 2:45 p.m.

President Ben Tice asked if the trucks will be involved
with Jayhuskers next season. Truck rep Frank Brownell said they had had a
meeting last week with eight drivers attending. He said they are planning
on competing next year, but their main concern was the length of the racing
schedule.

Tice said he had talked with the insurance carrier and was
informed that we are looking at another increase in insurance costs (at
least 30 percent). He said the insurance carrier recommended cutting
dropping a few races, which would cut down on that cost. With a 30-percent
increase, track insurance, per race, could be almost $500.
Tice suggested
the racing season go from Memorial Day to Labor Day.

Tice then asked if
there would still be two classes of 600s next season. Kevin Johnson,
sportsman rep, said he had no idea. He said he knew of some sportsman
drivers moving up to the multi class, but thought Jayhuskers could pull in a
lot of cars from the Waverly track.

Mark Gullion said Waverly is switching
back to Sunday night races, and some of the drivers have expressed interest
in racing with Jayhuskers on Sat. night.

Garett Hood, 750 rep, wanted to
know if the classes would be combined if there were only six (approx.)
sportsman competing.
Jon Thurston, Concordia, said everyone needed to
remember that Jayhuskers is in the entertainment business, and it's not very
entertaining to watch the same six cars.

Johnson asked how points would be
figured if the classes ran combined.

Tice said they would be separated out
after the finish.

Johnson then asked what would happen if there were more
than 16 cars (upon combing the two classes). He asked if it would be up to
the scorer's discretion.

Tice said he thought there should still be a set
number of sportsman show up if they wanted to race separately.

On a motion
by Gullion, a change to the rule book was voted in:
The number of cars on
the track for the feature will be left up to the discretion of the
track/scorers.
(There will no longer be a set amount of cars allowed on the
track in the rule book)

Dennis Fair, Manhattan, said as long as the tracks
maintain flexibility, everything would work out fine.

On a motion by Fair,
it was passed that:
Jayhuskers will retain the sportsman class. If there
are insufficient numbers to have a quality feature, with a minimum 10-car
feature, the classes will be combined (pulling from the multi's). YesÐ14;
NoÐ8

This rule will only be in effect with a low car count. If 10 or more
sportsman show up to race, they will run in their own class.

Johnson wanted
to know, on that note, if the trucks would be required to have a minimum
number to compete.

Hood said something needed to happen to get the truck
numbers back up.

David Budreau, Concordia, said the trucks have changed a
lot of rules for next season, which will hopefully bring more racers back.
The trucks are trying to cut the class back, money wise, so it's back to a
cheaper, beginner class.

The subject of caution flags was brought up by
Hood. He suggested that if a car is dead on the track, no matter what, they
be required to go to the back of the field.

Thurston said we're in the
entertainment business, and people don't want to see the dead time that has
been associated with yellow flags. He said if you're dead on the track,
whether you caused it or not, you should go to the back. He said one night a
person will get burned, but will benefit from it the next night; it would
average out.

On a motion by Hood, it was approved that:
If a car is dead
on the track, without mattering if a car caused the yellow or not,
that/those cars will go to the back of the field. Yes:17; No:5

Doug Roth,
Axtell, Neb., said he thought the new rule didn't make sense that if someone
spins to miss a wreck/car, and the yellow flag's coming out anyway, that
they should be penalized as well.

Johnson wanted to know when Jayhuskers
can start enforcing the rules. He said, in his opinion, they should be
enforced from the first green flag of the season to the last checkered flag
of the season. He said most of the problems have come from not following the
rule book, and that the only way to make the organization grown is to follow
the rule book to a "T"

James Smith, Ashland, Neb., spoke to the group
about possibly flagging the races next season. He said he had been contacted
by a few racers, and came to the meeting to give his background. He said he
has worked at Greenwood, I-80, and Waverly, to name three, and worked in
both the flag stand and the infield.

Tice said the tracks would meet and
make the decision as to whether he would flag or not.

Election of officers
was held, and the officers for the 2004 season are as follows:
President: Ben
Tice
Vice president: Chris Roskilly
Secretary: Jessica LeDuc
Treasurer: Nichole
McDaniel

Tice said he would try to meet with all the track reps after the
first of the year to set the schedule. He also reminded everyone that they
need to elect their class reps.

The meeting was adjourned at 4:25 p.m.
